The following section provides more information regarding the registration of an international protection request for an unaccompanied foreign minor and the hearing : Application for international protection.

  • If the person concerned no longer has his original Annex 26 (quinquies), he must first go to the police to request a certificate of loss/theft of his Annex 26 (quinquies). With this document, a duplicate of his Annex 26 (quinquies) can be drawn up.
  • You can already send the certificate to asylum.minors [at] ibz.be (asylum[dot]minors[at]ibz[dot]be) and duplicate26-26qq [at] ibz.be (duplicate26-26qq[at]ibz[dot]be) , stating whether you will collect the document in Brussels (fastest option) or whether you prefer to have it sent to the municipality of the person concerned's place of residence (slowest option).

The presence of the guardian is required when submitting an application for international protection.

For minors, it is necessary to make an appointment so that the registration can take place as quickly as possible. Mondays should be avoided, as they are often very busy. Appointments for the registration of an application for international protection (AIP) for an unaccompanied minor (UFM) are scheduled at 10:00 a.m.

To make an appointment, please send an email with a proposed date to asylum.minors [at] ibz.fgov.be (asylum[dot]minors[at]ibz[dot]fgov[dot]be) and registration [at] ibz.be (registration[at]ibz[dot]be). Please clearly indicate the identity and identification number of your ward.

For each appointment for the registration of an application for international protection, please report to the following address: Rue Belliard 68, 1000 Brussels. It is very important that the minor brings all his or her identity documents to this appointment.

In that case, please contact us (asylum.minors [at] ibz.be (asylum[dot]minors[at]ibz[dot]be)).

We will then initiate a Dublin procedure for the person concerned. For this purpose, certain documents are required, which you may already gather before the interview:

  • a copy of the European documents of the family member,
  • the exact address of the family member,
  • the status of the family member,
  • documents confirming the family relationship OR, failing that, the results of a DNA test,
  • a signed declaration from your ward stating that he or she wishes to go and live with this family member (template to be requested from asylum.minors [at] ibz.be (asylum[dot]minors[at]ibz[dot]be)),
  • a signed declaration from the family member stating that he or she wishes to take responsibility for the minor (template to be requested from asylum.minors [at] ibz.be (asylum[dot]minors[at]ibz[dot]be)).

If you are an unaccompanied minor and you wish to submit a new application for international protection, the procedure depends on your situation.

  • If you already have a guardian, it is your guardian who must make an appointment for the registration of your new application. Do not forget to bring your identity documents when you present yourself at the centre.
  • If you do not yet have a guardian, you must present yourself at the registration centre, located at Rue Belliard 68, 1000 Brussels. The centre is open every working day from 8:30 a.m.

You may request the correction of your identity data during your interview at the Immigration Office.

  • If you are in possession of an annex 26, you may request changes to your identity data during the interview at the Immigration Office. This may be done on the basis of documents, statements, etc. Once your file has been forwarded to the CGRS, changes can only be made upon presentation of an original, valid and authentic passport. In any case, an alias will always be added.
  • If you are in possession of an annex 26 quinquies, you may request changes to your identity data only on the basis of an original, valid and authentic passport. In any case, an alias will always be added.

If you have been declared an adult following an age assessment, the correction of your date of birth can only be carried out during the interview.

The changes will be made to the National Register and to your annex 26 only during this interview. You will receive an invitation indicating the date and time of your interview. For any questions, please contact asylum.minors [at] ibz.be (asylum[dot]minors[at]ibz[dot]be).

If you are late for your interview regarding an application for international protection by an unaccompanied minor (UAM), please contact us within the 15 minutes preceding the appointment time to inform us of your delay. Preferably, this should be done by email at: asylum.minors [at] ibz.be (asylum[dot]minors[at]ibz[dot]be) or by telephone at +32 (0)2 488 97 27. If you have not informed us and you are more than 15 minutes late, the interview may be cancelled.

An interpreter will be provided for your interview in the language indicated on your annex 26.

If you wish to use another language, please inform us as soon as possible (preferably before the interview is scheduled) at the following addresses: asylum.minors [at] ibz.be (asylum[dot]minors[at]ibz[dot]be) and registration [at] ibz.be (registration[at]ibz[dot]be).

If you have an Annex 26, you are entitled to an AI while your application for international protection is being processed. You can apply for this at your local municipality on presentation of your Annex 26.

If you have an Annex 26 quinqies, you are only entitled to an AI if the CGRS decides to consider your application for international protection. You can apply for this by presenting the CGRS decision and your Annex 26 quinqies to the municipality of your place of residence.

A lawyer may not be present during the ‘International Protection’ interview at the Immigration Office. The presence of a lawyer is only permitted at the CGRS (Office of the Commissioner General for Refugees and Stateless Persons).

The interview will be scheduled on the same day as that of the unaccompanied foreign minor (UFM), so that the files can be forwarded together to the CGRS. Each interview is conducted individually; therefore, family members may not be present during the interview of the UFM.
